Job Title: Construction Supervisor – Belfast Coal
Introduction
PURPOSE: • To manage contractor construction supervisors for a project or area within a project, controlling all contractor activities via a multi-disciplinary team for the construction execution of the project on site. • To ensure interface with the relevant engineering, PMO, SHE, procurement, risk and project management functions as required and according to the relevant PEP and procedures.
Safety. • Construction sequencing and planning. • Proactively managing the financial impact of changes in project scope. • Tight project timelines. • Ensuring the right quality. • Contractor commercial responses. • Construction complete and ready for commissioning.
Duties & Responsibilities
Compliance, Governance and
Assurance
• Ensure statutory compliance of new projects
• Assess and communicate impact of legal developments on project strategies
• Ensure legal compliance within project.
• Participate in governance systems for small to medium sized projects
• Conduct assurance reviews
• Ensure contract compliance, administration, finance, cost control and client and
contractor project coordination
• Ensure services from Project support services and insourced providers adhere to Corporate Governance with regard to processes, systems, guidelines, and templates
• Implement Safety Health and Environmental (SHE) management and quality management systems to ensure delivery of high-quality projects within budget
Customer, Stakeholder and Client Relationship Management
• Support core business by ensuring appropriate stakeholder relationships toward enhancing corporate profile
• Manage internal and external relations within corporate, service providers, applicable Business Unit’s (BU) and other functions responsible to ensure that business needs are met
• Manage project interfaces within project environment and with clients
• Maintain internal and external professional networks
Contractor Management
• Ensure well-coordinated construction implementation using integration meetings, scheduling and commercial conditions of contract, with a strong focus on LTIFR and TRIR
• Excellent engineering team liaison to reduce TQNs
• Close out procedure driven from day one
• Engineering integrity sign-offs. Follow the PEP chapter
• Ensure contractor schedules are received frequently and with the correct detail to monitor progress
• Interfacing with the contracts manager to generate the relevant commercial letter
• Continuous review of the construction schedule to ensure the correct construction sequence
• Review of contractor equipment placement for smooth flowing construction
• Redline drawings are managed and correctly marked up and verified
• Follow the PEP chapter.
Project Management
Develop, direct, coordinate, and integrate implementation of medium to large projects across BU’s
• Manage interdependency of deadlines on multiple projects and reserve integrity of deadlines and overhaul project progress
• Implement project management principles and practices for planning, designing, and implementing of project outcomes
• Conduct complex analysis of project systems and processes
• Select, design, integrate and commission new technology impacting on entire BU
• Take a comprehensive approach to identifying problems, understanding implications and creating solutions that support overall project progress and success.
Project Performance and Operations
• Conduct audits and reviews of projects in various phases.
• Lead investigation of project management problems and develop solutions toward optimizing and assuring project delivery
• Communicate project plans and outcomes with senior management, other disciplines and within the project
Administration and Support Services
• Updating of procedures, chapters, and other relevant documentation to ensure project execution growth and improvement to a better maturity level
• Ensure inputs are given to the monthly report.
Commercial Management
• Be involved with tender evaluations and scoring of contractors
• Prompting of contract managers to write the correct letters to contractors on performance according to contract GC terms
• Follow the PEP chapter.
Commissioning
• Ensure construction complete documentation is generated per discipline
• Construction executed in accordance with the commissioning sequence
• Follow the PEP chapter.
Cost Management
• Assist contract managers to stay within BOQ limits and limit site instruction
• Maintain clear commercial lines and visibility
• Ensure drawing revisions are re-measured by the QS
• Follow the PEP chapter.
Document Control and Quality Management
• Work with the quality manager to deliver a best quality product for the timeline and life span of the project
• Ensure document control of all relevant documents
• Follow the PEP chapter.
Effective People Management
• Execute all normal line manager functions
• Manage performance management contracts for the team
• Resource loading forecasting
• Follow the PEP chapter.
Employee Relations
• Close liaison with the ER/IR Manager to ensure smooth contractor workforce relations
• Development of response to strikes and labour disruptions
• Follow the PEP chapter.
Risk Management and Control
• Assist in identifying risks and putting them on the risk register
• Development of mitigation plans and the implementation thereof to remove the risk
• Follow the PEP chapter.
Safe and Healthy Work Environment
• High focus on daily SHE inspections
• Monthly audits on every contractor
• Hours management of own and contractor teams
• Legal appointments in place per contractor and own team
• Follow the PEP chapter.

Desired Experience & Qualification
- Project Management Professional (Recommended/Desirable)
- Certificate Project Management (Essential/Minimum)
- National Diploma in Civil/structural Engineering
- B Tech (Relevant) ( Recommended )
- SACP (Recommended )
- Engineering Council of SA (Pr Eng) (Recommended/Desirable)
- 8-10 Years relevant experience within a heavy industry, mining or production environment. Project Management experience as a Construction supervisor from initiation phase to ramp-up of a project.
